Wars will only cease to exist when there are no longer warriors to fight them

Genetics has told the world that the offspring of a race will eventually change into a newer and better race than before. Normally the process is either done over very a large period of time or it is done in jumps and starts of one generation. This has been a truth that all of humanity has accepted as truth since the days of Charles Darwin, but they never thought of how the previous race would react.
In a decaying nation this genetic truth took full effect, in the guise of a baby boy named Chance Liber. A name that was all too fitting for what he would become and what his very existence would bring about.
Chance was born with what the doctors that delivered him could only call a birth defect, he had horns. This baffled even the experts around the world that were called in to examine this oddity in America. Some claimed it was simply his skull having developed oddly, others said that he must have some kind of tumors, and the more religious claimed he was the child of the beast and he would bring about the end of our world. Perhaps the zealots were right in this instance.
After several months it became obvious as to what the horns were for. They were in place to make room for the boy's over sized frontal lobe. Of course the child's parents were worried if this would affect his development, but after countless testing doctors could find no reason for it to damage him in anyway. So on the boy's second birthday he was finally allowed to go home for the first time.
After a few uneventful years the child dropped off the map, only to be mentioned in newspapers whenever he received scholastic awards every year. By the age of eleven the child was allowed into Harvard for his psychological degree and a bachelors in philosophy. It seemed that Chance was in fact a genius.
So for twenty four years the boy seemed to be making a name for himself. Then something horrible happened, America was seized by a private military under the command of a Julian Freed. The country was weak at the time so this sudden attack met little resistance and had put itself in power within a short ten months.
This was the day that Julian Freed became Fuhrer of the new nation, the Hegemony of America. This was really more of a name that was put in place to put a better face on Freed's hostile ways and large mercenary based army. So the man claimed he had taken over the once world power house in an attempt to help further future world peace by making the first land in the world's future Hegemony. The PR men loved the spin even though the public wasn't so easily deceived.
Freed made this new government a junta, one at which he was Commander and Chief. Despite the hostile takeover Julian took good care of his new country, he quickly improved foreign policy and used his own finances to fund American research that lead to the exports required to help the damaged country's economy.
For all that good he stripped the people of many rights and made it brutally obvious that the military had absolute authority. That any questioning of it's ways was a crime on caliber of treason. Many good men and women were taken away to be hidden from public eyes. So the public hated their own government but did not have the courage to take actions that could put the economy back where it was before the time of Freed.
So for ten years all were quiet. Then Chance himself reemerged and showed the world that he was not just some horned genius but was the next step in evolution. The man was able to use massive psionic attacks to make major dents in the military's power. Although Chance made such a powerful rebellion he was after all only one man and could not stand to the might of all America. Eventually the mutant was shot down, only twelve yards from Freed's personal estate.
Even though Chance was fighting for the people's rights they did not sympathize with him, rather they feared him. That kind of power should only belong to god. So while the public hated their would be savior the one man that the savior wanted to kill relished in the glow of what potential that power had.
In honor to Chance Liber's power and bravery Freed decided to make an entirely new city, Liber City. He made this America's newest capitol. A city that he would use as his base of operations for the plans Chance had inspired. A sickening twist on all of the lone man's rebellion.
For nearly a decade the government waited, biting it's nails in hopes that another freak like Liber would be born once more. They increased the surveillance of local hospitals, and schools in hopes of finding these mutants near birth and capturing them. For so long it didn't look like any would, then finally a sudden burst of children with odd abilities started appearing seemingly from nowhere.
With all of these super powered children running about the public was in an uproar. How could they sleep at night knowing these freaks were loose on the streets? Using this as an excuse Freed passed the "Mutant Detainment Act". A law that stated that all of these mutants were a danger to society and were to be detained for public safety.
In truth the children taken were experimented on to no ends to see what caused this sudden turn in evolution. What little survived the labs were made into Freed's own personal army. That is until this information leaked.
Once outside mutants learned what was being done to their distant kin many took action and started to fight as best possible. This started the war of genes, the mutants trying to fight for their right to exist as equals. This was more dangerous than any civil war of the past, for now the weapons weren't guns and blades but people themselves.
Freed understood that humans would have trouble fighting these freaks so he started a task force that utilized the mutants in their possession to obtain more of their kind. He called the agents of his personal task force Chimeras. The name came from the mythological beast that was multiple animals, it only seemed fitting that those genetic freaks take on the name of a mytholical one.
The Chimeras main task is to find and capture all rouge/rebellious mutants. Should they not be able to capture the mutants their goal would be to terminate them. Being a Chimera was the best option for those capture, for those that did not become Chimera either through refusal or lack of combat ability were used as lab rats.
This agency of Chimeras was made known to the public, they of course were told it was to help keep dangerous mutants off the streets. This was not truly a lie, it was just the best face of the truth. The public accepted the use of these freaks if it was after all for them, it did only seem fitting that the dominant special be humans.
Now over a century later Freed is dead, his successor, Victor Ravens, is proving to be just ruthless as his mentor. Already the man has added Cuba, Canada, and every original American colony to the many nations that is the Hegemony. These nations are still allowed to retain their national status but are deprived of their natural mutants.
Now is a time of change; change of species, change of government, change of culture, change of thinking. All of this is in action, but where these changes lead is up to all of us.
There is already one who has decided to help change this sickening new world order. Unlike all of the rebel groups that try constantly to use terror tactics to try and upturn the ways of the government this man decided to help those effected most. The mutants, especially the children.
This man is Gabriel Lyons, the heir to Lyons' Industries, the largest corporation manufacturing and designing weapons for the military. Using this wealth Lyons has created a massive state of the art school. Due to all of the anti-mutant laws the school is run under the name of a school for gifted minds. It's true purpose hidden. The school is to be used to train those that the government of America has decided unworthy for life to be able to survive in this harsher world.
This may not exactly change how the world works, but it certainly helps those that it's workings are hurt by. But this solution at least will not add to the rivers of blood that have already been spilled for the dominance of genes. The school's motto is one that Lyons finds to be all too true "Wars will only cease to exist when there are no longer warriors to fight them.
